Danzo
Danzo might be the most hated villain in Naruto, and he is certainly the least trustworthy character. He refused to help defend the Leaf Village against Pain’s invasion. He tried to assassinate the 3rd Hokage, who was a dear friend.
Danzo manipulated Hanzo into attacking Yahiko’s Akatsuki, which caused Nagato to become Pain. Even Black Zetsu and Obito were unable to turn Nagato to their side. He is also responsible for the Uchiha Massacre taking place.
Hidan
Hidan did not receive that much screen time, but he certainly left a mark. He was a devout follower of the Jashin faith, and he used its forbidden techniques to turn himself into an immortal human voodoo doll. He used these abilities to kill Asuma right in front of Shikamaru.
Shikamaru was devastated, and he put all of his mental energy into devising a way to defeat him and Kakuzu. It was thanks to Hidan that Shikamaru grew into a shinobi worthy of aiding the Hokage.
Kimimaro
Kimimaro was meant to be Orochimaru’s next vessel, but those plans changed when he contracted a terminal illness. He was the last member of the battle-hungry Kaguya clan. He inherited the Shikotsumyaku kekkei genkai which allowed him to manipulate his bone structure.
Kimimaro battled Naruto, Lee, and Gaara, and each fight was impressive. His cursed seal Level 2 form made him look like a skeletal dinosaur, and he proved to be stronger than Gaara. He was a unique and talented villain who died way too soon.
