1. HulkKing (Todd Phelps)

Todd Phelps, also known as HulkKing, is a wealthy villain in She-Hulk. Obsessed with Jen Walters, he wants her Gamma blood to gain Hulk-like powers. After injecting himself with her blood, Todd becomes HulkKing, but his strength is unimpressive. His arrogance and obsession make him the weakest on our list.
2. Skaar
