Why do the Batman and Spider-Man villains seem to be more memorable?

Better exposure and representation, and better compatibility with their respective heroes.
The villains of both Spiderman and Batman are fairly well represented on both the big screen and small screen.
They have appeared in countless Batman and Spiderman-related media.
You name it, movies, cartoons, comics and video games.
You get only Zod Or Lex Luthor
Recently we have doomsday but that wasn’t the best doomsday we have
And who even remembers nuclear man?
Only two villains from Superman’s Rogue Gallery are done right, while the other two failed severely, and the rest have yet to appear in a Superman movie.
The Superman animated series has a good representation of his villains, though
But there is another advantage that Batman and Spiderman’s villains have over Superman.
Each spiderman and batman villain challenges their heroes in unique ways.

You have Riddler to challenge batman’s intelligence
You have Bane to challenge Batman’s strength
You have a scarecrow to challenge Batman’s courage
And, of course, you have a Joker who tests Batman’s most valuable aspect. His spirit and principles
For spiderman.
You have Kraven, who hunts down Spiderman like an animal
You have the lizard.
A good man turned into an animalistic monster. Someone Spiderman has to protect the city from but also cure to save the man
You have a green goblin.
A violent and psychotic man with a deadly obsession with Spiderman. Someone whom Spiderman also has a personal connection with.
Someone who pushes Spiderman’s moral limits and has caused the most pain in Spiderman’s life.
Doctor octopus
A mentor figure to Spiderman with four extremely strong arms. Doctor Octopus is intelligent and responsible for forming the sinister six and crafts multiple plans that challenge Spiderman.
Mysterio
He is an underrated Spiderman villain who challenges Spiderman’s mind and his perception of what is real and what is not. We think you get the point; spiderman and Batman villains challenge the heroes uniquely and interestingly.
Even if their fights are somehow clichéd and predictable, they are still entertaining.
Superman villains, on the other hand. Not so much.
The villains are sometimes one-dimensional, and they only challenge Superman through power. The only exciting villain from his rouges gallery is Lex Luthor.
Luthor is the only one who interestingly challenges Superman. It doesn’t help that Superman is also very overpowered and skilful, leaving little to challenge him.
